Amends the Cal Grant Program to change how financial need is calculated for applicants, removing the requirement to use the 2000-01 academic year methodology.

Requires financial need to be determined using federal financial need methodology pursuant to Title IV of the federal Higher Education Act of 1965, as amended.

Maintains minimum financial need thresholds: Cal Grant A and C awards require at least the maximum annual award value plus $1,500, while Cal Grant B awards require at least $700.

Requires grade point average certification by school officials under penalty of perjury for Cal Grant A and B applicants, with provisions allowing test scores as an alternative in specified circumstances.

Effective July 15, 2010.
