Requires the Department of Veterans Affairs to conduct an inventory of existing military resources in California by January 1, 2012, including military bases, installations, and personnel to maximize available federal funding for veteran services.

Defines "military resources" to include federal and state active and reserve military units and installations, closed military bases, and federal and state veterans resources such as hospitals, clinics, counseling services, and employment assistance.

Mandates the Department of Veterans Affairs to consult with the Military Department when conducting the inventory.

Requires submission of a report to the Legislature detailing inventory results by June 30, 2012, in compliance with Government Code Section 9795.

Sunset provision makes the report requirement inoperative on June 30, 2016.
