Removes the restriction requiring advances to community mental health programs be made in equal monthly installments and limited to 95% of annual funds, allowing the Director of Mental Health to determine the form and manner of advances.

Requires the State Department of Mental Health to allocate and distribute annually the full appropriated amount to mental health plans (MHPs) for the managed mental health care program, exclusive of Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) services.

Eliminates the requirement that MHPs maintain sufficient matching funds on deposit with the department for federal financial participation.

Requires the State Department of Mental Health to distribute Mental Health Services Fund (MHSF) money in a single lump sum to counties for approved programs and activities, subject to funding availability, based on amounts specified in county three-year plans.

Clarifies financial responsibility for federal and state audit exceptions between the state, MHPs, and MHP subcontractors based on whose conduct or determinations caused the disallowance.
