Requires that no two employee representatives on the California Apprenticeship Council be from the same national or international labor organization.

Eliminates the requirement for random audits during 5-year periods and instead directs the Division of Apprenticeship Standards to conduct audits of apprenticeship programs generally, with priority for programs with identified deficiencies.

Mandates that building and construction trades apprenticeship programs be audited one year after approval, and requires audits within three months if a program has received two or more meritorious complaints within five years or has an annual completion rate below 50% of the applicable trade average.

Requires building and construction trades programs applying for new or expanded apprenticeship programs to submit detailed written plans including enrollment projections, employer commitments, facility descriptions, and recruitment and outreach strategies to underrepresented groups.

Requires building and construction trades apprenticeship programs to provide semiannual statements to apprentices showing training hours completed and remaining, and to submit monthly apprentice data to the Division of Apprenticeship Standards in electronic format.
