Amends the California Beverage Container Recycling and Litter Reduction Act to modify the timeline for the Department of Resources Recycling and Recovery to eliminate fund expenditures from 90-180 days to 80-180 days after notifying the Legislature of inadequate funds.

Maintains the $0.04 redemption payment per beverage container sold or offered for sale in California, with higher rates ($0.05-$0.10) triggered if the aggregate recycling rate falls below 75 percent.

Requires the department to review the beverage container recycling fund at least quarterly and immediately notify the Legislature if inadequate funds exist to pay refund values and required disbursements.

Effective July 1, 2012, allows distributors with projected annual redemption payments under $75,000 to make a single annual payment instead of quarterly payments.
