Extends intergovernmental transfer requirements for Los Angeles County to fund private hospitals serving the South Los Angeles population formerly served by Martin Luther King Jr.-Harbor Hospital through 2012-13 project year (previously ended 2009-10), maintaining the $5,000,000 annual requirement funded by county tax revenues.

Extends the South Los Angeles Medical Services Preservation Fund to receive up to $100,000,000 annually in safety net care pool funds for the 2010-11, 2011-12, and 2012-13 project years (previously 2007-08 through 2009-10) to reimburse Los Angeles County for health services to uninsured South Los Angeles residents.

Requires all of the County of Los Angeles intergovernmental transfers to be deposited in the Private Hospital Supplemental Fund and distributed to county-designated private hospitals within 30 days, with amounts disregarded in calculating OBRA 1993 payment limitations.

Specifies that funds from the South Los Angeles Medical Services Preservation Fund may reimburse county costs for services provided at ambulatory care centers, designated public hospitals, health centers, and contracted private providers serving the uninsured population in South Los Angeles.

Makes an appropriation and requires the director to ensure implementation does not result in loss of federal Medicaid funds.
