Mandates the board adopt passing scores only through formal public resolutions with majority board member vote at public meetings, prohibiting delegation to outside entities.

Requires passing scores to be stated as numerical scores rather than percentages and ensures the board readopts any score if the recommending entity (such as FSMB) changes their recommendation.
