Eliminates authority to form corporations for prevention of cruelty to children under Nonprofit Public Benefit Corporation Law and removes requirement for Department of Justice or judicial endorsement of articles of incorporation.

Allows humane societies and societies for prevention of cruelty to animals to enforce animal cruelty laws either through contracts with local governments or independently without a contract.

Establishes comprehensive requirements for humane officer appointments including fingerprint background checks, liability insurance of at least $1,000,000, specific training requirements (20 hours animal care, 40 hours humane laws), and court confirmation procedures with notice to law enforcement agencies.

Requires humane officers to complete 40 hours of continuing education every three years and submit certificates of compliance to Department of Justice; mandates revocation for non-compliance and implements additional firearms training and authorization requirements for level 1 officers.

Adds humane officers to persons eligible to receive state and local criminal history information from Department of Justice and local agencies, with authorization for reasonable fees to cover costs of providing information and maintaining records.
