Expands service authorities to cover freeway and expressway services (previously limited to freeway emergencies only) and authorizes establishment in counties where board of supervisors and city councils with majority population adopt resolutions.

Increases annual vehicle registration fee from $1 to up to $2 per year (in $1 increments) imposed by service authorities on registered vehicles in served counties.

Authorizes excess fee revenues beyond call box system costs to fund additional motorist aid services including freeway service patrol, mobile roadside assistance systems, intelligent transportation systems, and traveler information systems.

Permits Metropolitan Transportation Commission to place call boxes in parking or roadway areas of state and federal parks by mutual agreement, with the authority responsible for installation and maintenance and parks responsible for call handling coordination.

Reduces Department of Transportation and California Highway Patrol review and approval period for plan amendments from 120 days to 60 days, with amendments deemed approved if not rejected within that timeframe.
