Authorizes student government at schools with grades 9-12 to establish a committee of pupils and teachers to develop an annual survey allowing students to provide feedback on teacher effectiveness and classroom aspects.

Requires survey responses to remain confidential and accessible only to the surveyed teacher, with strict prohibition on administrator or district official access without express written teacher consent.

Prohibits survey responses from becoming part of a teacher's personnel record or being used in existing teacher evaluation processes, collective bargaining, or any other official purpose.

Teachers are provided the survey annually on a voluntary basis and may choose to survey their own classes.
