Requires governmental entities to provide written notice of violations and opportunity to cure before imposing fines or penalties on vacant foreclosed properties subject to a notice of default.

Exempts the notice requirement if a governmental entity determines that a specific property condition threatens public health or safety.

Limits nuisance abatement cost assessments and liens to actual and reasonable costs incurred by governmental entities.

Prohibits governmental entities from imposing assessments or liens for nuisance abatement costs unless those costs have been adopted by elected officials at a public hearing.
