Replaces outdated references to "electronic pager communication" and "electronic cellular telephone communication" with a comprehensive definition of "electronic communication" covering any transfer of signs, signals, writings, images, sounds, or data by wire, radio, electromagnetic, photoelectric, or photo-optical systems.

Changes the 48-hour filing deadline for written applications following oral emergency approval to midnight of the second full court day after oral approval.

Modifies the 30-day interception authorization period to commence on the day of initial interception or 10 days after order issuance, whichever comes first.

Increases the required reporting interval from every 6 days to every 10 days, starting from the date the order is signed.

Expands the types of communications subject to interception crimes and clarifies that no state reimbursement is required under the California Constitution for this mandated local program.
