Allows counties and local health systems to receive state funding through intergovernmental transfers to provide health insurance coverage to children with family income at or below 300% of federal poverty level, or optionally up to 400% of federal poverty level, and adults with family income not exceeding 200% of federal poverty level.

Expands eligibility to include persons who qualify for but cannot enroll in the Healthy Families Program due to enrollment caps caused by insufficient funding, in addition to those ineligible for the program.

Requires applicants to guarantee at least one year of intergovernmental transfer funding and annually commit to fully funding the program or withdraw from it.

Allows coverage proposals to include medical, dental, vision, and mental health services with the goal of enrolling served children in the Healthy Families Program, and establishes coordination with the California Children's Services Program.

Implementation is conditioned on the Managed Risk Medical Insurance Board obtaining necessary federal approval.
