Exempts ownership, control, operation, or management of facilities that supply electricity solely for charging light-duty plug-in electric vehicles from classification as public utilities under California Public Utilities Code Section 216.

Requires the Public Utilities Commission to adopt rules by July 1, 2011 addressing charging infrastructure for plug-in electric vehicles within electrical corporation service territories, focusing on grid management and load optimization.

Directs PUC rules to minimize grid impacts, shift vehicle charging to off-peak periods to avoid building new power plants, and encourage charging during periods when renewable energy resources are available.

Defines "plug-in electric vehicle" to include both battery electric vehicles and plug-in hybrid electric vehicles for purposes of the charging infrastructure provisions.

Authorizes the PUC to use its authority over electricity rates, time-of-use tariffs, interconnection terms, and demand response programs to facilitate effective load management for electric vehicle charging.
