Modifies the Planning Advisory and Assistance Council membership to include representatives from seven regional planning organizations, State Air Resources Board, California Transportation Commission, State Energy Resources Conservation and Development Commission, Speaker of the Assembly, and Senate Committee on Rules.

Authorizes metropolitan planning organizations, councils of governments, and county transportation commissions to levy a mitigation fee of up to $4 per vehicle registration upon voter approval by aggregate majority across their jurisdictions, with proceeds directed to regional blueprint plan implementation.

Requires the Department of Motor Vehicles to collect and administer the mitigation fee and distribute revenues to authorities after deducting administrative costs, with 1% of net revenues deposited into a Planning Advisory and Assistance Council Fund when fees are adopted in counties representing at least 50% of state population.

Mandates that revenues exceeding $2 per vehicle be distributed as grants to cities, counties, and congestion management agencies for planning and projects implementing sustainable communities strategies and regional blueprint plans.

Allows authorities to share fee revenues with local air quality management districts to assist governments in reducing greenhouse gas emissions through sustainable communities strategy development, local emission inventories, and climate action planning.
