Prohibits denial of workers' compensation claims based on employee's race, religious creed, color, national origin, age, gender, marital status, sex, sexual orientation, or genetic characteristics.

Requires physicians preparing permanent disability reports to address causation and include apportionment determinations showing what percentage of disability results from the industrial injury versus other factors.

Clarifies that third-party injuries cannot be denied on grounds that personal relationship existed between employee and third party when the injury was solely based on the third party's discriminatory beliefs.

Declares legislative intent to apply employment discrimination protections to workers' compensation law to prevent wrongful reduction or denial of benefits.
