Authorizes the Delta Stewardship Council to contract for consultant services and architectural and engineering services to assist with Delta Plan preparation, Bay Delta Conservation Plan responsibilities, consistency determinations, and scientific review.

Exempts consultant service contracts from California Government Code Article 4 (state contracting requirements) and Public Contract Code Part 2 (public contracting rules), but requires evaluation of at least three competitive bids or proposals.

Requires architectural and engineering service contracts to follow Government Code Chapter 10 selection procedures for professional services, but exempts them from the requirement to adopt regulations prior to contracting.

Mandates the council establish its own procedures for contracting that comply with competitive bidding requirements and are exempt from the Administrative Procedure Act.

Takes effect immediately as an urgency statute upon approval by the Governor on September 25, 2010.
