Requires the State Board of Education to ensure the history-social science curriculum framework complies with existing standards governing instructional materials, including provisions on cultural and racial diversity, upon the next framework adoption.

Mandates school districts ensure instructional materials for grades 9-12 comply with specified provisions governing content, including accurate portrayal of ethnic groups and their contributions to California and the United States.

Requires the state board to annually inform legislative education committees and the Secretary for Education about content that results from changes to the Texas Administrative Code approved on May 21, 2010, during years when social content reviews are conducted.

Authorizes the state board to conduct social content reviews of instructional materials outside primary adoption processes and assess fees to publishers and manufacturers to cover review costs.

Repeals the notification requirement to legislative committees on January 1, 2016, and the social content review authority on January 1, 2016, unless extended by subsequent legislation.
