Authorizes the Department of Motor Vehicles to develop and evaluate digital electronic license plates that function as both vehicle identifiers and mobile message display units.

Allows the department to enter into contracts with private vendors for researching, developing, and exploring digital electronic license plates, with the vendor required to pay all associated costs.

Requires the department to submit a report to the Legislature by January 1, 2013 (if a contract is entered into) evaluating digital electronic license plates, including impacts on traffic safety, potential state revenues, cost savings, security, and recommendations for future use.

Defines "digital electronic license plate" as a license plate usable as a mobile message display unit while complying with existing vehicle identification requirements.

Makes the reporting requirement inoperative on January 1, 2017.
