Repeals existing prohibitions on plastic bags and food/beverage containers labeled as "compostable" or "marine degradable" and replaces them with broader restrictions on all plastic products bearing these labels unless they meet ASTM standard specifications or department-adopted standards.

Prohibits sale of any plastic product labeled as "biodegradable," "degradable," "decomposable," or implying breakdown in landfills or other environments, unless the product meets an established ASTM standard specification or qualified standard adopted by the Department of Resources Recycling and Recovery.

Establishes the Department of Resources Recycling and Recovery authority to review, adopt, or recommend new standard specifications for plastic products, with requirements that new standards be more stringent and protective of public health and the environment.

Imposes civil penalties of $500 for the first violation, $1,000 for the second violation, and $2,000 for third and subsequent violations, with penalties paid to the enforcing agency.

Requires manufacturers and suppliers to submit compliance documentation to the public upon request within 90 days and establishes legislative findings that environmental marketing claims on plastic products are inherently misleading without adequate disclaimers.
