Authorizes the Department of General Services to use job order contracts for public works projects as an alternative to the design-bid-build method.

Requires the director to determine if a job order contract is appropriate when a public works appropriation is made, considering project nature, delivery schedules, overall costs including life cycle costs, and ability to achieve features not available through traditional methods.

Establishes that job order contracts must comply with Labor Code provisions, public notice requirements, performance and payment bonds, and payment procedures under the Public Contract Code.

Sets contract terms at two years with an option to extend for one additional year, with provisions for liquidated damages, contractor default remedies, and five-day notice requirements before termination.

Requires the department to establish prequalification standards, schematic plans, and outline specifications before soliciting bids for job order contracts.
