CA SB1461

Prohibits local agencies from hiring financial advisory, legal advisory, underwriting, or similar firms for bond issues requiring voter approval on or after January 1, 2011, if those firms or their employees provided or will provide bond campaign services.

Defines "related" to include family relationships by blood or marriage, financial relationships, business affiliations, or shared principals.

Excludes from "bond campaign services" the provision of advice on tax rate statements and voter pamphlet documentation.

"Bond campaign services" includes fundraising, polling, election strategy, volunteer organization, get-out-the-vote efforts, campaign literature, and advocacy materials.
