Authorizes concurrent referral of proposed general plan adoptions or substantial amendments to bordering cities or counties at the same time as environmental scoping meetings, rather than sequentially.

Allows bordering cities or counties to submit comments on general plan proposals during scoping meetings held for projects of statewide, regional, or areawide significance.

Permits lead agencies and counties or cities to designate alternative entities annually for notice of scoping meetings, rather than automatically notifying all bordering jurisdictions.

Makes technical clarification that zoning ordinance changes need not be referred to affected cities or counties if they are consistent with a previously referred and acted-upon general plan proposal.
