State Water Resources Control Board must identify by January 1, 2012 all public and private parties that benefit from Sacramento-San Joaquin Delta watershed waters and whose activities impact the Delta watershed.

Board must develop by January 1, 2012 a process for determining each identified party's degree of responsibility for physical and environmental impacts on the Delta.

Department of Water Resources must include in California Water Plan updates (commencing December 31, 2013, and every 5 years thereafter) identification of state infrastructure needs by hydrologic region over the next 30 years.

Department must estimate expected costs over 30 years for environmental mitigation and restoration projects associated with identified infrastructure needs, and propose a policy for assigning funding responsibilities to water resources investment beneficiaries.

Department must identify all relevant assumptions underlying infrastructure needs and cost estimates, including water retail prices by use type, water conservation programs, and other pertinent assumptions.
