Authorizes the Agricultural Labor Relations Board to set aside elections where employer misconduct affected the outcome and impaired employees' right to free and uncoerced choice in secret ballot elections.

Allows certification of a labor organization as exclusive bargaining representative without a new election if the organization previously submitted valid authorization cards signed by more than 50% of bargaining unit employees and an election was set aside due to employer misconduct.

Requires the board to conduct hearings within five days of elections to determine whether to certify results, with authority to refuse certification based on improper procedures, election misconduct, or employer interference.

Establishes that boards shall not refuse certification based solely on de minimis (minor) violations of law.

Permits decertification of labor organizations found by state or federal agencies to have engaged in discrimination during their certification period.
