Requires driver's license applicants to be tested on understanding of distractions and dangers of handheld cell phone use and text messaging while operating a motor vehicle.

Increases base fines for wireless telephone violations from $20 to $50 for first offense and $50 to $100 for subsequent offenses; applies same prohibitions to bicycle riders with fines of $20 first offense and $50 for subsequent offenses.

Removes prohibition on law enforcement officers stopping vehicles solely to enforce wireless telephone use violations, allowing officers to cite drivers for this infraction as a primary offense.

Creates Distracted Driver Education Fund in State Treasury funded by $10 from each fine collected for violations; money allocated to Office of Traffic Safety for education program on dangers of cell phone and text messaging while driving.

Establishes that voice-operated, hands-free devices are allowed for text-based communications while driving; assesses violation points for second or subsequent wireless telephone violations.
