Establishes a 20-year framework authorizing intrastate Internet gambling through contracts with up to 3 hub operators selected by the Department of Justice via request for proposal.

Requires hub operators to remit no less than 10% of gross revenues monthly to the state, with proceeds deposited in the Internet Gambling Fund for Legislature appropriation.

Implements consumer protections including age verification (21+), location verification (California only), segregated player accounts, problem gambling resources, and player complaint resolution procedures.

Makes it a misdemeanor to offer or play unauthorized Internet gambling games, while permitting licensed cardroom holders and federally recognized Indian tribes to participate as hub operators.

Requires Bureau of State Audits to report 3-4 years after hub operations commence with recommendations for contract modifications, which may include renegotiation of terms and revenue percentages after 5 years of operation.
