Modifies time credits for prisoners sentenced to state prison who are held in county or city jails, industrial farms, or road camps before transfer to state prison to receive one day of credit for every one day served (day-for-day credit) instead of the previous four-days-for-two-days ratio

Excludes prisoners required to register as sex offenders, those convicted of serious felonies, and those with prior serious or violent felony convictions from day-for-day credits; these prisoners remain subject to existing law providing six days credit for every four days served

Allows jail officials to deny day-for-day credits if a prisoner refuses to satisfactorily perform assigned labor or fails to comply with facility rules and regulations

Applies revised credit provisions only to crimes committed on or after the bill's effective date

Declares the act an urgency statute effective immediately with no state reimbursement required to local agencies
