Excludes Brown's Island from the grant of tidelands and submerged lands previously granted in trust to the City of Pittsburg for public trust purposes including commerce, navigation, fisheries, and preservation as open space and wildlife habitat.

Requires the State Lands Commission to complete and record a survey of the trust lands granted to Pittsburg by January 1, 2013, with survey costs paid according to existing statutory procedures.

Authorizes deposits into the Land Bank Fund for projects providing access to, as well as management and improvement of, real property held by the State Lands Commission to provide open space, habitat, and public access.

Expands the purposes for which Land Bank Fund moneys may be spent, thereby making a state appropriation through the continuously appropriated fund mechanism.
