Establishes "dispensing audiologist" license and allows licensed audiologists to sell hearing aids; waives certain requirements for hearing aid dispensers who meet audiologist qualifications.

Modifies optometrist license renewal and restoration requirements to include proof of continuing education completion and passage of National Board of Examiners in Optometry's Clinical Skills examination.

Allows pharmacist licensure applicants to take examinations up to 4 times, with 4 additional attempts permitted if 16 additional semester units of pharmacy education are completed.

Expands requirements for marriage and family therapists, clinical social workers, and professional clinical counselors regarding supervision, experience hours, and grounds for disciplinary action including telemedicine compliance.
