SB 1491 Summary

• Designates the administrative committee of the California Board of Accountancy as the "enforcement advisory committee" and requires other advisory committees to consist solely of board members or a combination of board members and non-members.

• Allows engineer-in-training applicants to sit for the first division licensing exam after completing 3 years of engineering experience, postsecondary engineering education, or a combination thereof (previously required only college or university education); caps examination fees at actual cost of development and administration.

• Extends the citation deadline for unlicensed contractors from 4 years to the later of 4 years after the violation or 18 months after complaint filing; modifies asbestos certification requirements to apply only to initial licensure applicants rather than renewal applicants; adds willful violation of the Subletting and Subcontracting Fair Practices Act as grounds for discipline.

• Eliminates approval requirements for guide dog schools providing home training and removes the requirement that guide dog users complete formal in-residence training before receiving home training.

• Expands the definition of nail care in cosmetology to include services from elbow to fingertips or knee to toes; changes unlicensed barbering/cosmetology violations to administrative fines subject to misdemeanor penalties; permits cremated remains to be placed in keepsake urns with appropriate permits and exempts keepsake urns from certain identification requirements.
