Authorizes the California Department of Insurance Commissioner to convene meetings with insurance company representatives to discuss suspected, anticipated, or completed acts of insurance fraud.

Provides civil liability protection (from libel, slander, and related claims) for persons sharing fraud information at these authorized meetings, provided the Commissioner or deputy is present and no fraud or malice is involved.

Requires the Commissioner to advise meeting participants of guidelines ensuring compliance with federal and state antitrust laws at the beginning of each meeting.

Addresses the estimated $15 billion annual insurance fraud cost to California consumers (averaging $500 per resident annually) by facilitating greater cooperation and communication among insurers and regulatory agencies.
