Deletes legislative findings and declarations from existing seatbelt law and makes conforming changes to Vehicle Code provisions.

Lowers the age threshold for rear seat occupants from 12 to 8 years old when determining if a child under 6 years and under 60 pounds may ride in the front seat with proper restraint.

Makes technical and nonsubstantive changes to Vehicle Code sections relating to seatbelt requirements, safety belt maintenance, and related penalties.

Clarifies that no state reimbursement is required because the bill only changes penalties and definitions of existing crimes and infractions under Section 17556 of Government Code.
