Comprehensively revises California's mechanics lien law by recasting and reorganizing provisions governing private and public works of improvement, effective January 1, 2012.

Replaces terminology: "original contractor" becomes "direct contractor" and "materialman" becomes "material supplier" throughout mechanics lien statutes.

Authorizes electronic communication for notice submissions in mechanics lien matters and establishes specific security requirements for large projects exceeding $1,000,000 (less than fee interest) or $5,000,000 (fee interest).

Separates statutory provisions into Title 2 (Private Works) and Title 3 (Public Works) of Part 6, Division 4 of the Civil Code, with distinct procedures for preliminary notices, stop payment notices, and payment bonds.

Expands affidavit requirements for certain parties, creating a state-mandated local program; provides that conflicting 2010 legislation (except SB 1330) prevails over this act if enacted before January 1, 2011.
