Enacts the Community Equity Investment Act of 2010 to address investment disparities in disadvantaged unincorporated communities, particularly in the San Joaquin Valley where over 200 such communities exist.

Requires local governments receiving federal Community Development Block Grant Program funds to include representation from disadvantaged unincorporated communities on citizen advisory committees that advise on public health, safety, welfare, public works, or planning matters.

Mandates local governments provide proper notice and reasonable access to information about Community Development Block Grant Program funding, the application process, and available technical assistance to residents of disadvantaged unincorporated communities.

Requires local governments to prioritize Community Development Block Grant technical assistance funding for disadvantaged unincorporated communities without local governing boards to help residents prepare and submit grant applications.
