Expands the definition of "distribute" in child pornography and obscene matter laws to include "making available for access or possession over the Internet"

Prohibits legal action against interactive computer services, electronic communication services, and remote computing services when their actions are consistent with specified federal law provisions (47 U.S.C. § 230, 18 U.S.C. §§ 2258A, 2258B)

Clarifies that matter depicting persons under 18 years old engaged in sexual conduct is limited to visual works under existing case law

Exempts this legislation from state reimbursement requirements to local agencies and school districts under Article XIII B of the California Constitution
