Requires the Department of Fish and Game to include toll-free phone numbers and website addresses for reporting derelict fishing gear on all commercial fishing licenses and official brochures by January 1, 2012.

Authorizes the Ocean Protection Council to develop recommendations for identifying, removing, and disposing of derelict fishing gear, including tagging procedures to identify the source of lost gear.

Authorizes the Ocean Protection Council to establish procedures enabling fishermen to voluntarily recover and retain derelict fishing gear encountered during normal fishing activities instead of returning it to the ocean.

Defines "derelict fishing gear" as lost or abandoned fishing nets, lines, and other commercial fishing equipment, excluding lost or abandoned vessels.
