CA SB211

Requires the Governor to call a special election for U.S. House of Representatives whenever 101 or more vacancies exist in the House (with at least one representing California), conforming California law to federal requirements.

Mandates special elections occur on a Tuesday no later than 49 days after the Speaker of the House announces the vacancy, unless a regularly scheduled election is already planned within 75 days.

Requires county elections officials to deliver vote-by-mail ballots to uniformed services and overseas voters within 15 days of the vacancy announcement, with completed ballots due within 45 days of transmittal to be counted.

Allows the Secretary of State to extend canvassing, result announcement, and certification deadlines to facilitate processing of military and overseas voter ballots.

Exempts special elections from holding a primary election; candidates are nominated through regular nomination procedures with compressed timelines (nomination papers filed at least 35 days before the election).
