Amends Health and Safety Code Section 25256.1 to authorize the Office of Environmental Health Hazard Assessment to recommend procedures for expediting review and identification of hazard traits for hazardous materials.

Allows the office to consider pending and proposed actions by other states, the federal government, and other nations to limit hazardous materials in products when recommending expedited procedures.

Requires the office to complete evaluation and specification of hazard traits and environmental/toxicological end points for the Toxics Information Clearinghouse by January 1, 2011.

Maintains existing requirements for the office to conduct evaluation in consultation with the Department of Toxic Substances Control and appropriate state agencies, with public workshops and comment opportunities.
