Expands first priority enrollment in state preschool and child care programs to include neglected or abused children in family maintenance, family preservation, and reunification services, plus children at risk of abuse or neglect upon written referral from legal, medical, or social service agencies.

Grants continuous enrollment rights for the remainder of the school year to neglected or abused children in protective services, children at risk of abuse or neglect, and children of youth in foster care if their residence or placement changes.

Extends eligibility for federal and state subsidized child development programs to include high-risk children from birth to five years of age in permanent placement with income-eligible caregivers or children of foster youth.

Requires counties operating state-funded child care and development programs to annually inform the State Department of Education if they do not provide information on child care options to parents and caregivers of children in protective services and foster youth with young children.

Establishes that any costs mandated by the state shall be reimbursed to local agencies and school districts pursuant to existing state mandate reimbursement procedures.
