SB 25 Summary

• Amends the Food and Agricultural Code to clarify that "renderer" does not include solid waste facilities licensed by the Department of Resources Recycling and Recovery that handle mammalian, poultry, or fish tissue from food service industries, grocery stores, residential food scrap collection, or research composting operations.

• Amends the definition of "rendering" to exclude recycling, processing, or conversion of mammalian, poultry, or fish tissue by licensed solid waste facilities from food service industries, grocery stores, residential food scrap collection, or research composting operations conducted for pathogen reduction or public health purposes.

• Removes all previous provisions related to waste diversion targets, illegal dumping definitions, commercial recycling ordinances, disposal facility fees, and model ordinance requirements that were in earlier versions of the bill.
