Adds career technical education as an alternative option to satisfy the visual or performing arts or foreign language graduation requirement, effective from the 2011-12 school year through June 30, 2016.

Defines "career technical education" as courses in district-operated programs aligned with state board standards, including regional occupational programs or joint powers agreements.

Does not require schools or districts without existing career technical education programs to establish new programs to comply with this requirement.

Sunsets the career technical education option on July 1, 2016, reverting to the original visual or performing arts or foreign language requirement unless extended by future legislation.

Maintains existing graduation requirements for English (3 courses), mathematics (2), science (2), social studies (3), physical education (2), and other board-adopted coursework.
