Requires school district questionnaires and rating systems for bidders to contain substantially similar information and requirements as those developed by the Department of Industrial Relations for public entities.

Mandates that school districts use standardized bidding procedures under Section 20101 for public projects valued at $1,000,000 or more if they choose not to follow Section 20111.5 procedures.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7, Division 4, Title 2.

Renumbers and reorganizes existing provisions in Public Contract Code Sections 20111.5 and adds new Section 20111.6 regarding school district bidding requirements.
