Prohibits household hazardous waste collection facilities authorized to accept waste from conditionally exempt small quantity generators (CESQGs) from accepting more than 1,000 kilograms of recyclable latex paint per CESQG in a calendar month.

Clarifies the definition of CESQG to specify that only RCRA hazardous waste counts toward the threshold for determining CESQG status.

Changes grammatical language from "which" to "that" in sections 25218.1 and 25218.3 of the Health and Safety Code.

Designates this bill as imposing a state-mandated local program because violations of the latex paint prohibition would be crimes under existing hazardous waste control laws.

Provides that no state reimbursement is required because costs incurred by local agencies result from creating a new crime or changing penalties for crimes.
