Prohibits inmates and wards in Department of Corrections and Rehabilitation custody from possessing cellular telephones, wireless communication devices, or components (including SIM cards and memory storage devices), with violation punishable as a misdemeanor with fines up to $5,000.

Prohibits any person from possessing with intent to deliver, or delivering, cellular telephones or wireless communication devices or components to inmates or wards, with violation punishable as a misdemeanor with fines up to $5,000.

Authorizes confiscation of cellular telephones, wireless communication devices, or components found on visitors during searches or metal detector screening at correctional facilities.

Requires posted notices in all visitor search areas regarding the confiscation provisions for wireless communication devices.

States that no state reimbursement to local agencies is required because costs result from creating a new crime under Penal Code Section 17556.
