Extends sunset dates for multiple professional licensing boards and regulatory agencies within the Department of Consumer Affairs, generally pushing repeal dates from 2011-2013 to 2012-2014.

Modifies repeal timelines for boards regulating healing arts practitioners including occupational therapists, nurses, psychologists, optometrists, respiratory care professionals, acupuncturists, and behavioral sciences licensees.

Extends sunset date for Structural Pest Control Board from January 1, 2012 to January 1, 2015 and extends authorization for California Architects Board's intern development program from July 1, 2011 to July 1, 2012.

Extends sunset dates for professions and vocations boards including accountants, architects, landscape architects, professional engineers, guide dog trainers, contractors, barbering and cosmetology, court reporters, and athletic commission from January 1, 2012 to January 1, 2012-2014.

Declares that uniform certification and regulation of massage practitioners is a matter of statewide concern and extends the massage therapy provisions sunset from January 1, 2016 to January 1, 2015; extends private postsecondary education regulation sunset from January 1, 2016 to January 1, 2015.
