Amends Section 14302 of the Public Resources Code to require preference for California Conservation Corps membership be given to emancipated foster youth and at-risk youth.

Maintains existing requirement that corps members be selected based on motivation for hard work, personal development, and public service, without regard to prior employment or educational background.

Requires the corps, in conjunction with the Employment Development Department, to emphasize developing and executing plans to assist members in obtaining employment after their participation ends.
