Requires specified auxiliary organizations of California Community Colleges, California State University, and University of California to comply with the California Public Records Act.

Exempts from disclosure donor and volunteer information obtained during solicitation if such information has independent economic value not generally known to the public.

Allows volunteers and donors to request anonymity, with names and contact information withheld unless they receive compensation of $500 or more, serve on governing boards, or engage in lobbying activities.

Clarifies that subjecting these auxiliary organizations to public records requirements does not designate them as state agencies.

Rejects the court's interpretation in California State University, Fresno Assn., Inc. v. Superior Court regarding application of the Public Records Act to auxiliary organizations.
