Reduces the period a child may be deemed a "migrant child" from 5 years to 3 years for eligibility purposes.

Removes the cap of 8,000 migratory children per service region, while maintaining the minimum threshold of 1,500 children.

Requires the State Parent Advisory Council to submit a comprehensive report within 120 days of training completion, including program evaluation, annual needs review, year-end assessment, and policy recommendations to the Legislature, State Board of Education, and Governor.

Specifies that priority for migrant education services shall be consistent with federal law rather than state-specific priority requirements.

Establishes mandatory training programs for statewide and operating agency parent advisory council members to carry out their responsibilities in migrant education programs.
