Prohibits insurers from requiring nonoriginal equipment manufacturer aftermarket crash parts in motor vehicle repairs unless the parts are at least equal to original equipment manufacturer parts in kind, quality, safety, fit, and performance.

Requires insurers to pay the cost of any modifications necessary to install nonoriginal aftermarket crash parts and to warrant that such parts meet the same quality and performance standards as original equipment manufacturer parts.

Mandates that all original and nonoriginal equipment manufacturer aftermarket crash parts manufactured on or after January 1, 2011, supplied by auto body repair shops must carry permanent, nonremovable identification identifying the manufacturer, accessible to the greatest extent possible after installation.

Requires insurers to provide written notice to consumers in repair estimates disclosing the use of nonoriginal aftermarket crash parts before repairs begin, with clear identification of each part's manufacturer or distributor and a specific disclosure statement.
